Certificate of Goods
Portuguese nationals working and residing outside of the EU territory, for at least 12 consecutive months, can take personal property when returning to Portugal, free of duty and VAT exemption - Tax on Added values.
For this, a Certificate of Goods will need to be issued by the consulate of your area of residence:
- Portuguese nationals need to be registered at the consulate;
- Foreign citizens can also request the certificate after obtaining a residence visa for Portugal.
Personal goods of the applicant or family includes:
- Home contents;
- Household pets and saddle animals;
- Portable instruments used by the applicant for professional purposes (mechanical and liberal professions).
Exemptions: alcoholic products; food in general, including drinks; tobacco and tobacco products; commercial transport and materials for professional use other than portable instruments used for mechanical or liberal professions.

Certificate of Proof of Residence
Documents required in person:

Vehicle Import Certificate
Citizens residing in the consular area who are returning to Portugal may request the issuance of certificate to import a vehicle, with exemption (ISV) from customs duties.
Please post the following documents:
- Personal details form;
- Vehicle Import Application Form;
- Vehicle registration (ownership of vehicle for at least 12 months before returning to Portugal);
- Proof of address in Australia (proof of residence over 24 months);
- Address in Portugal (address to which your residence will be transfered indicating the date of final return to Portugal);
- Photocopy of travel ticket (one way);
- Photocopy of valid Portuguese Identity Card;
- Photocopy of valid Driver Licence (valid driving license for at least one year before the date of transfer of residence.

Birth Registration - Over 18 Australia
If you reside in Australia (except in ACT) and one or both of your parents are Portuguese you may apply for Portuguese nationality.

Civil Registry Certificates
This Consulate General can issue Portuguese certificates (birth, marriage and death).
If you need a certificate for Australian Authorities, it needs to be translated by a professional accredited by NAATI.
Please provide full name, parents’ full names, date and place of birth (town and country).

Citizenship
Citizenship (Grandchildren)
The Organic Law No. 9/2015 of 29 July, being the seventh amendment of Law No. 37/91, of October 03 (Nationality Act), extends Portuguese nationality of origin to grandchildren of Portuguese born overseas.
This Law shall only become effective after the necessary changes, which are expected, are made to the Portuguese Nationality Regulation.
Citizenship (Marriage)
Foreigners who have been married for more than three years to a Portuguese citizen or who have been living in a de facto relationship for more than three years with a Portuguese citizen can acquire Portuguese citizenship provided that none of the circumstances that are grounds for opposition to the acquisition of nationality are verified - Articles 3 and 9 of the Citizenship Law and Article 14 of the Citizenship Regulation. Death Registration
Please post the following documents to this Consulate General of Portugal in Sydney:
- Death Registration form;
- Copy of Death Certificate (certificates issued by countries other than Australia or New Zealand need to be certified by the Portuguese Consulate in that country);
- Copies of Birth certificates (deceased and widow);
- Time of Death (indicate a.m. or p.m.);

Documents that are not written in Portuguese or English require translation.
Divorce
Consulates are not permitted to process divorce registrations.
Divorces and separations require rulings by the judicial authorities of the countries in which the Portuguese national and ex-spouse live.
All divorce proceedings taking place in a foreign country involving Portuguese nationals or a Portuguese national and a foreign national, must be reviewed and confirmed by a Portuguese Court.
Once the sentence is confirmed, the court informs the Registry Office to endorse the ruling on the national’s birth certificate.
The applicant must hire a lawyer in Portugal who will inform which documents are necessary.
The Consulate cannot advise names of lawyers. If you do not know a lawyer in Portugal, please check the Portuguese Lawyers Association website.
Generally, the divorce certificate needs to be authenticated by Apostille (www.dfat.gov.au), translated by an official translator (link list for translators) with signature authentication by this Consulate General.
The authentication of signature can be done by mail (link to signature recognition)
Note: it is the citizen’s obligation to have the civil status up to date in all documentation.
The Portuguese citizen’s married name will remain the same until the divorce or separation ruling is endorsed on the birth certificate.

Getting Married in Portugal
The application to marry in Portugal can be organised at the Consulate General of Portugal in Sydney.
On the declaration for marriage, the bride and groom must choose between civil, Catholic or Religious non-Catholic; indicate the date and place where they want to marry and the desired Nuptial Regime.
The Marriage certificate issued by this Consulate is valid for 6 months from the date of issue.
The process can only be initiated 6 months in advance or at least 1 month prior to the date chosen for the wedding celebration.

Nationality - Former Portuguese State of India
If you were born in the Former Portuguese State of India (Goa and Damão, prior to 20-12-1961, Diu, Dadra and Nager Aveli prior to 11-08-1961) and wish to acquire Portuguese citizenship, you need to apply by mail directly to the Central Registry in Lisbon - Conservatória dos Registos Centrais, the only competent department in matters concerning assessment and granting of Portuguese nationality:

Nationality - Sephardic Jews Descendants
Amendment to the Regulation of the Portuguese Nationality, approved by Decree-Law No. 237-A / 2006 of 14 December, allowing the granting of Portuguese nationality through naturalization to the descendants of Sephardic Portuguese Jews.

Identification Documents
Citizen Card - Change of Address
To change your address, you must be in possession of the card PIN's, including Authentication PIN and Address PIN.
PINs will be needed for address confirmation (process carried out upon receipt of a Letter of Confirmation at the address indicated by the citizen at the time of Application for Change of Address).
To change the address, citizens should bring or mail the following documents to the Consulate General of Portugal in Sydney:
- Citizen Card (CC);
- Letter requesting change of address with personal details including contacts;
- PIN codes, including the Authentication PIN and Address PIN;
- Prepaid self-addressed envelope "registered post";
If you are not in the possession of the PINs of your ID card, you should request an application for a new card.
You will receive a new letter with PINs which must be scanned and e-mailed for change of address confirmation.
The address confirmation must be done within the time specified in the Address Confirmation Letter. After this time, you cannot make the address confirmation and will have to make a new request.
The address, once confirmed, will be communicated to the Civil Identification Services, Finance, Health, Social Security and Voter Registration.
Citizen Card - Request
The Citizen Card is mandatory for all nationals residing in Portugal or abroad from 20 days after the birth registration.
To obtain/renew the Cartão de Cidadão you need to make an online appointment and attend this Consulate General Monday to Friday from 9am to 12.30pm.
When applying you should bring the Bilhete de Identidade/Cartão de Cidadão and if applicable the following cards: Portuguese tax file number, social security and national health service.

Identification Card (BI)
The Cartão de Cidadão is the new identification card for Portuguese citizens, which replaces the Bilhete de Identidade.
In addition to more modern and secure format, the citizen card has a chip that allows the storage of all personal data of individuals, enabling electronic identification and signing digital documents.
Note: There is no need to replace the Bilhete de Identidade while it is valid.

Passport (PEP)
To obtain/renew the Portuguese Passport you need to make an online appointment and attend this Consulate General Monday to Friday from 9am to 1230pm.
To renew the passport you must provide:
- Valid Bilhete de Identidade or Cartão de Cidadão;
- Previous passport, if applicable, since the issuance of a new passport is made upon return of the previous one, except when it holds visas.

Authentication of Signature
The authentication of signature is a notarial recognition of signature, or handwriting and signature, on a particular document.
The document needs to be signed in person at the Consulate.

Notary Authentication
The Notary Authentication must be made by document written and signed by the representative (signed in person at this Consulate General).

Power of Attorney
A Power of Attorney that requires notary intervention must be drawn out by public instrument (at a Notary or Consulate).
Australian Public Notary:
Powers of Attorney can be drawn out by an Australian Public Notary, authenticated by Apostille at DFAT and translated to Portuguese.

What a Consulate can do for you:
- Issue an emergency travel document if lost or stolen passport, after confirming your nationality and filing of a complaint with the police;
- Put in touch with family and friends, or someone who helps you, by sending cash or a valid transport ticket;
- Promote repatriation to Portugal, in exceptional circumstances, after exhausting other means, and after signature of a commitment to repay to the Portuguese Republic the amount expended;
- Help to contact local lawyers, interpreters, doctors, depending on the needs;
- Ensure that the next of kin are informed in case of accident or other, advising them on procedures to be adopted;
- Assist in case of arrest and inform, only at their request, their families;
- Provide necessary and possible help to Portuguese individuals and entities abroad, under national and international laws in force and in accordance with the international law.
Recommendations:
- In case of theft, if left with no money or any other object, first report to the local Police and request to obtain a police report of the occurrence;
- In case of death of one of the participants in the trip, it is the duty of relatives and friends to seek immediate contact with the nearest Consulate to the place of occurrence;
- If arrested and / or charged with a serious offense, insist with the Australian authorities to inform the Embassy or nearest Consulate of Portugal. You will be contacted as soon as possible by a consular officer who will strive to guarantee you the same treatment given to Australian national inmates, and to inform you about legal procedures to observe and access to legal counsel.
What a Consulate cannot do for you:
- Release from prison or intervene in judicial proceedings;
- Investigate a crime;
- Pay a lawyer or a doctor;
- Pay the hotel, medical, legal or any other bills;
- Pay, even partially, funerals and / or body removals;
- Pay for travel documents, except in very special and limited circumstances;
- Engage in any actions usually done by travel agencies, airlines or banks;

We advise that applications for Portuguese criminal records are made directly to the Directorate General for the Administration of Justice.
There is no need for authentication of signature at this Consulate General.

Exchanging Australian Driver’s Licence to Portuguese

To obtain the Portuguese Driver Licence by exchange of the Australian one, you must request RTA a "confirmation of license status" and request a Driving License Certificate (link) at the Consulate General of Portugal in Sydney.

Electoral Enrolment

Electoral enrolment/Voter registration for Portuguese nationals living abroad is not automatic: it is voluntary and free but needs to be registered.
You need to be over 17 years of age and present a current identitity card (BI or Citizen Card).
Once you enroll, you are able to vote in the Legislative elections (by correspondence) and in the Presidential elections (in person at this Consulate).
Electoral/Voter enrolment is suspended 60 days prior to the elections and continues suspended until the day of the elections. Please click here and here to obtain further information regarding this matter.
Please note that the political parties and groups of voters are legally entitled to obtain computerized copy or photocopy of the voter registration books, as long as they have the human and technical means to do so and support their charges.

Military Service
In compliance with the National Defence Day, call notices for Portuguese citizens of both sexes, born in 1996, are available at the Defense Service Centre website.
As determined by the Military Service Law and according to the information on the "Edital de Avisos Importantes", nationals of both sexes, born in 1996, residing abroad for more than six months on a permanent basis, or who were born overseas and there reside, shall inform the Defense Service Centre until 31.03.2015, by e-mail, requesting one of the following options:
- the scheduling of a date for military duty of attendance on National Defense Day; or
- non attendance on National Defence Day, application form available at: https://bud.gov.pt/.

Taking Animals to Portugal
Information about Entry into Portugal of pets traveling with their owner / authorized person from countries outside the European Union and annexed countries.
Please contact the Veterinary Directorate General for any further clarification:
- It is considered of no commercial nature, a pet or pets to a maximum of five, that accompany their owner or authorized person during non-commercial travels and remain the responsibility of the owner or the authorized person;
- The control of these pets in structures called the Travellers Entry Points (ports and airports) is mandatory;
- The identification of pets with microchip or tattoo (the latter is applied before July 3, 2011), made prior or at the same time of the vaccination against rabies. A vaccination against rabies before the identification is not considered valid;
- A Vaccination against rabies which can only take place from 12 weeks of age and, in the case of a primary vaccination, is considered valid 21 days after the administration and in the case of a revaccination after administration, if the deadlines stipulated by the manufacturing laboratory are met. Any revaccination that does not meet the timeframe is considered a primary vaccination.
For countries not listed in Part 2 of Annex II to Regulation (EU) No 577/2013:
- A blood test to check the number of enough antibodies in regard to rabies (carried out in laboratories approved by the EU, at least 1 month after vaccination against rabies, either the first time the animal is vaccinated, whether one revaccination). - The completion of a period of 3 months before the pets travel to Portugal , from the date of the blood was taking for the test referred to above. However this period of three months does not apply to the return of a pet that has left already the EU space with the analysis carried out with favorable results and the conditions previously referred to fulfilled.
In turn, these pets are accompanied by a health certificate (validated by the official authority if it was filled by an authorized veterinarian - NOVO) which will be as a community model set out in Part 1 Annex IV to Regulation (EU) No 577 / 2013 (NEW). However, certificates issued before 29 December 2014, which correspond to the model set out in Annex II to Decision 2011/874 / EU, valid for 10 days, will still be accepted until presentation at the Travellers Community Entry Points control.
- It is mandatory for the owner / authorized person that travels with the pets to contact in writing the Competent Authority of the Travellers Entry Point, whose contact list is attached, within 48 hours prior to arrival for control purposes;
- Penalties will apply to travelers whose animals do not meet one or more of the conditions set out in legislation.-A Passport issued in the EU before the pet leaves to a country outside the EU, where sanitary conditions laid down in the legislation were registered, is valid to return to the EU, if there is no change of these health conditions (identification / vaccination / revaccination against rabies / titration of rabies antibodies) that alter the information in the passport;
Being in place very strict protection measures, the non-compliance with any of the established rules will lead, the first instance, to the return of the pet to the country of origin. Ultimately euthanasia will be considered.
All expenditure arising out of the above are charged to holders.
Portugal does not allow the entry of YOUNG dogs, cats and ferrets under 12 weeks of age or between 12 and 16 weeks of age but vaccinated against rabies less than 21 days ago, from countries outside the EU.

Taking Plants to Portugal
The transport of plants or plant seeds requires the presentation of a phytosanitary certificate.
Please contact the authority with jurisdiction in the matter for the issuing of licenses in Australia or New Zealand.
We advise that family members in Portugal contact the Direção Geral de Alimentação e Veterinária (Department of Food and Veterinary).
It is also suggested a contact with Customs at Lisbon Airport or Porto Airport.
Tax File Number
The Portuguese Consulate cannot issue tax file numbers.
You can ask a family member or friend in Portugal to apply at the Tax Offices (Repartições de Finanças).
National citizens need to send a copy of national ID card and authorization to request the tax file number in Portugal.
Foreign citizens need to send a copy of passport and authorization form to request the tax file number in Portugal.
